Overview

Samagra Shiksha - an Integrated Scheme of School Education has subsumed the three Schemes of Sarva Shiksha Abhiyan (SSA), Rashtriya Madhyamik Shiksha Abhiyan (RMSA) and Teacher Education (TE). The scheme has been implemented w.e.f. 01-04-2018 and envisages the ‘school’ as a continuum from pre-school, primary, upper primary, secondary to Senior Secondary levels with the vision to ensure inclusive and equitable quality education from pre-school to senior secondary stage.

Model School

The Scheme was launched in 2009-10 in J&K State. The scheme aims to provide quality education to talented rural children through setting up of Model Schools as benchmark of excellence at block level at the rate of one school per block.

The scheme has the following objectives:

  • To have at least one good quality senior secondary school in every block

  • To have a pace setting role.

  • To try out innovative curriculum and pedagogy.

  • To be a model in infrastructure, curriculum, evaluation and school governance

Girls Hostel

Introduction 

The Scheme was launched in 2009-10 in the State to set up a 100-bedded Girls’ Hostel in each of 97 Educationally Backward Blocks (EBBs) in the State




Objective


The main objective of the Scheme is to retain the girl child in secondary school so that girl students are not denied the opportunity to continue their study due to distance to school, parents’ financial affordability and other connected societal factors. Another objective of the Scheme is to make Secondary and Senior Secondary education accessible to a larger number of girl students

 


Target Group


The girl students in the age group of 14-18 years studying in classes IX and XII belonging to SC, ST, OBC, Minority communities and BPL families will form the target group of the Scheme. Students passing out of KGBV will be given preference in admission in hostels. At least 50% of girls admitted will be from SC, ST, OBC and Minority communities.

Insentive to Girls for Secondary Education

To promote enrolment of girl child in the age group of 14-18 at secondary stage, especially those who passed Class VIII and to encourage the secondary education of such girls, the Centrally Sponsored Scheme. National Scheme of Incentives to Girls for Secondary Education was launched in May,2008.

The Scheme covers:

  • All SC/ST girls who pass class VIII and

  • Girls, who pass class VIII examination from Kastrurba Gandhi Balika Vidyalayas (irrespective of whether they belong to Scheduled Castes or Tribes) and enroll for class IX in State/UT Government, Government-aided or local body schools in the academic year 2008-09 onwards.

  • Girls should be below 16 years of age ( as on 31st March) on joining class IX.

  • Married girls, girls studying in private un-aided schools and enrolled in schools run by Central Government are excluded.

  • A sum of Rs.3,000/- is deposited in the name of eligible girls as fixed deposit. The girls are entitled to withdraw the sum along with interest thereon on reaching 18 years of age and on passing 10th class examination.

Information Communication Technology (ICT@ School)

 

The Scheme is a major catalyst to bridge the digital divide amongst students of various socio economic and other geographical barriers.  The Scheme provides support to establish computer labs on sustainable basis.  It also aims to set up smart schools in Kendriya Vidyalayas and Navodaya Vidyalayas which are pace setting institutions of the Government of India to act as “Technology Demonstrators” and to lead in propagating ICT skills among students of neighbourhood schools. 

Based on the experience gained so far, the Scheme was revised, in July 2010.

About Samagra Shiksha

The Union Budget, 2018-19, has proposed to treat school education holistically without segmentation from pre-nursery to Class 12. Samagra Shiksha - an overarching programme for the school education sector extending from pre-school to class 12 has been, therefore, prepared with the broader goal of improving school effectiveness measured in terms of equal opportunities for schooling and equitable learning outcomes. It subsumes the three Schemes of Sarva Shiksha Abhiyan (SSA), Rashtriya Madhyamik Shiksha Abhiyan (RMSA) and Teacher Education (TE). This sector-wide development programme/scheme would also help harmonise the implementation mechanisms and transaction costs at all levels, particularly in using state, district and sub-district level systems and resources, besides envisaging one comprehensive strategic plan for development of school education at the district level. The shift in the focus is from project objectives to improving systems level performance and schooling outcomes which will be the emphasis of the combined Scheme along-with incentivizing States towards improving quality of education.The scheme envisages the ‘school’ as a continuum from pre-school, primary, upper primary, secondary to Senior Secondary levels. The vision of the Scheme is to ensure inclusive and equitable quality education from pre-school to senior secondary stage in accordance with the Sustainable Development Goal (SDG) for Education.
